I am planning on moving to Virginia for my job, Im 22 is this a good move?

I am 22 african american and plan on moving to virginia for my job. They are opening locations in Norfolk and richmond. Which is the better city to live in? I read some reviews on richmond and they were so negative as far as racism, crime etc. Is this all true? Please help!!!
